A shiny is a Pokémon with a different colour palette. Each eligible wild spawn has a base 1 in 4,096 chance of being shiny, or about 0.0244%.
Check /info to see whether a Pokémon you own is shiny. You can also filter your collection with the shiny option in /pokemon.
Rarity and shiny odds are separate
Pikacord picks the species first, then rolls for shiny status. The rarity tier doesn't change that shiny roll: a Common Pidgey and a Mythical Mew both have the same base 1-in-4,096 chance once chosen to spawn.
Finding a shiny Mew is still much less likely overall, because Mew has to be selected for the encounter first. See Spawn Rates and Rarity for that part of the roll.
A long streak doesn't make the next shiny due
Each spawn gets its own roll. Going thousands of encounters without a shiny doesn't improve the next encounter's base odds, and 4,096 encounters doesn't guarantee one shiny.
The increasing chance of a spawn appearing in chat is a separate system. It doesn't mean that spawn is more likely to be shiny.
After you catch one
A shiny Pokémon keeps its shiny status when it evolves, changes form, or is traded. You don't need to catch it in a particular ball to preserve that status.
